What is the bureaucracy in the Russian army?
I watched many movies and articles about the Russian army. And the term Red tape keeps coming of general as a threat or some kind of punishment. I find it hard to really find exactly what that means. My question is: what exactly is the bureaucracy? Why is it so horrible? What is the Russian Military Govt punishment. On one film a commander himself killed when he was recommended to avoid it.
